Provincial Project Officer Vacancies: Kampong Thom and Banteay Meanchey

 

Global Justice Solutions is a specialist international consultancy and project management company focusing exclusively on the police, justice and security sector and its interfaces with communities, governments and non government agencies. GJS is partnered with Coffey International Development (Coffey ID), another progressive project management and consulting company specializing in international development assistance, for the implementation of the Cambodia Criminal Justice Assistance Program Phase III (CCJAP), a $30 million, five year (2007-2012) Australian Government Initiative funded through the Australian Agency for International Development (AusAID) which commenced in 1997. CCJAP is currently seeking two Provincial Project Officers to support implementation activities in Kampong Thom and Banteay Meanchey.

The main objective of CCJAP is to support the RGoC and other stakeholders (at both national and sub-national levels) to provide equitable access to a high standard of justice, with a particular focus on the needs of juveniles and other vulnerable groups.  CCJAP's activities are grouped into six components:

  • Component 1 - Legal & Judicial Reform Strategy capacity building;
  • Component 2 - Crime Prevention and Community Safety;
  • Component 3 - Cambodia National Police;
  • Component 4 - Ministry of Justice and the Courts;
  • Component 5 - Corrections; and
  • Component 6 - Management Support Team & Flexible Support Fund.

Provincial Project Officers are expected to establish and maintain close working relationships with sub-national RGOC representatives, local NGO partners, and other programs, to facilitate delivery of Program activities to reach the Program's main objective.

EXPERIENCE:

  • 1. Experience in capacity building provincial government agencies in the planning, implementation and M&E of activities that support Cambodia's national reform objectives, including reforms of the administration of justice.
  • 2. Proven experience negotiating and communicating with government officials, community leaders and civil society agencies;
  • 3. Experience in community-based initiatives and projects that support vulnerable groups, such as women and youth;
  • 4. Experience in the conduct of community consultations that demonstrate application of a range of methodologies.
  • 5. Sound understanding of English and Khmer languages and demonstrated achievement in working as a translator in a relevant professional environment.
  • 6. Demonstrated capacity to translate formal documents (e.g. briefing papers, reports, training notes, laws) between English and Khmer;
  • 7. Demonstrated ability to implement and monitor gender equity reforms is highly desirable;

KNOWLEDGE

  • 8. Understanding of public education and social marketing principles and approaches highly desirable but not essential.
  • 9. Familiarity with participatory action-research approaches and systems highly desirable.
  • 10. Understandings of the integration of gender, HIV/AIDs, anti-corruption and other cross cutting themes.
  • 11. An understanding of the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action.
  • 12. An understanding of the RGoC NSDP, LJRS, D&D.

SKILLS AND ABILITIES:

  • 13. Demonstrated capacity to undertake group planning and problem solving.
  • 14. Excellent analytical skills and effective communicator.
  • 15. Computer literacy on Word, Excel, PowerPoint and the use of Databases.

QUALIFICATIONS:

  • 16. University degree in related fields will be highly regarded.
  • 17. At least 3 years relevant work experiences in related sectors.

 Other requirements:

  • 18. Holds a valid driver's licence.
