Prison Management Specialist
The expert will be a specialist in prison administration, being either a trainer in a School of the Prison authorities or comparable, or a manager of a penal establishment (in the capacity as manager, associated or clerk). The expert will assist in drafting or revising regulations governing the prison authorities and alternative sentencing regimes (TIG). The expert will have to contribute to the reform of the Prison authorities by supporting the DAP and while taking part in the recruitment and training of penitentiary staff (manager, clerks, guards, etc). The expert will monitor, with the engineering and design department charged with monitoring and supervising the good execution of constructions and rehabilitation of the prisons. In co-operation with the expert data processing specialist, it will assist in s the development of the data-processing programs for the Clerk's Offices of the penal establishments and other computer equipment of the prisons.
Qualifications and competencies

French speaking skills.

Excellent project management and administration, monitoring and evaluation, financial controls and accountancy, planning.

Demonstrable method and rigor in the analyses.

Excellent training capacities and experience in a School of Prison Administration or Similar.

Very good capacity of drafting and synthesis.

Good knowledge of the legal, political, institutional, economic and social environment of Chad.

A good understanding of the political issues.

Skills in negotiation and diplomacy.

Very good knowledge of the policy of co-operation of the EC, the Agreement of Continuo and the procedures of the EDF.

Formal qualifications.

A combination of university, technical trainings and professional experiences in the legal field.
