Consolidation of Legislation & Development of Systems for Legal Information Management (Nauru)

The Consolidation of Legislation and Development of Coordinated System for Management of Legal Information Project has been agreed by the government of Nauru, the Parliament secretariat and NZAID.  Jeremy Wainwright, Legislative Drafting Specialist supports the project's goal to strengthen human rights and good governance in Nauru, in particular transparency of government through sustainable access to Nauru legal information.

The project consists of Phase 1: Project Design and Phase II: Project Implementation.  The objectives are:

  • Phase 1 - Conduct a detailed scoping study and develop a Project Design Document, including approach, methodology, workplan and budget, to consolidate all laws and copies of legislation in force in Nauru. 
  • Phase 2 - Implement the project, as agreed in the Project Design Document, to consolidate all laws and copies of legislation in force in Nauru. 

 The Project aligns with Nauru's own National Sustainable Development Strategy, which maps out a detailed plan for achieving development outcomes and improving quality of life for Nauruans over the 20 year period spanning 2005-2025. Good governance and improved transparency and accountability of government are amongst the principal long-term goals identified in the strategy. Strengthening the capacity of Nauru's legal and judicial system is also identified as a priority, and one of the short-term milestones against which Nauru is to measure its progress in this respect is the conduct of a review of legislation. The Project has been designed by the Nauru Justice Department and Office of Parliamentary Counsel, to redress problems with the state of Nauru's laws and access to legal information.
