Cambodia Criminal Justice Assistance Program (Phase II)

The Cambodia Criminal Justice Assistance CCJAP II is a five year bilateral contribution by the Government of Australia, to build the capacity and institutions of the criminal justice sector, provincial and district governments and communities in Cambodia. Servicing municipal Phnom Penh and selected provinces,  CCJAP II takes an integrated whole-of-sector approach which acknowledges the cause and effect linkages that operate between the various processes, actors and institutions that comprise the sector. CCJAP II, which is based upon a concept of flexible annual plans which operate within a single strategic design framework, commenced in July 2002 and will conclude in June 2007.

The components of CCJAP II are based on major process streams of the criminal justice sector. In the complex post-conflict environment that is Cambodia, CCJAP II has introduced new approaches to enhance the quality of contact between police and communities and is effectively shifting police focus away from reactive, suppression oriented activities towards more open, accountable and proactive community facing modes of operation. CCJAP II is also supporting initiatives to create more responsive and transparent court processes and a prison system that is increasingly corrective rather than containment focused. The project team which comprises a mix of long and short-term international and locally engaged advisers, work within the institutions of their counterparts in Provincial Government, the Ministry of Interior, the Ministry of Health and the Ministry of Justice. The components and their primary objectives are:

  2. Criminal Investigations
  3. Trial and Sentencing
  4. Prisoner Health and Rehabilitation
  5. Institutional Strengthening and Training Capacity
  6. Project Management, Capital Works and Procurement

CCJAP II continues to deliver practical and sustainable benefits for Cambodia by supporting capacity building in the criminal justice sector. CCJAP II is acknowledged by key government and non government stakeholders for the way in which it strikes a sound balance between strategic and operational focus and for the way in which it works with counterparts to develop contextually and culturally relevant solutions to national and provincial challenges.
