Bangladesh Police Project

The Bangladesh Police Project is a joint initiative of the United Nations Development Program (UNDP), the Government of the United Kingdom and the Government of Bangladesh (GoB) intended to reform the 118,000 officer strong Bangladesh Police Force with emphasis on strengthening human security. Using the Global Justice Solutions Global Thematic Analysis MethodologyTM, Directors Dr Rowan Barnsley and Mr Glenn Crannage led a team of local consultants, police and government officials to conduct the first end-to-end thematic analysis of the Bangladesh Police Force and its operations. The mission consulted widely with stakeholders including police, government and non government bodies, academic institutions and representatives of community, media and vulnerable groups examining a range of complex issues related to policing and access to justice; laws and regulations; the mission, philosophy and objectives of the Bangladesh Police Force. It also focussed on the complete continuum of police processes including crime prevention, investigations, prosecuting, operations, administration, professional standards and corruption prevention, training, media and public relations, management, information technology, asset management, transnational crime and strategic direction setting.

A range of strategies for enhancing law and order and improving the effectiveness of the Bangladesh Police Service were identified and tested for cultural and contextual relevant. These strategies were subsequently encapsulated into a project support document which provided the design parameters and framework for a comprehensive program of reform for the Bangladesh Police Service. The program design incorporated 5 primary components which commenced implementation in 2005.

This project is the first of its kind in the Bangladesh Police Force and has the potential to significantly modernise the agency and contribute to greater community confidence and ability to access justice in ways that are currently not available to them. Dr Barnsley and Mr Crannage provide ongoing technical advice to the project whilst Global Justice Solutions Director of Technology, Mr Michael Pascoe manages the information technology and communications aspects of the project.
